However, this home has no furnace, water heater, or AC unit (destroyed in flooding; power was shut off to house, sump pump didn't run, basement flooded) I estimate this to cost about ~20-25k and the whole house needs updating/reno.

First off my concern would be that if the exception isn't granted you are now on their radar as not being in compliance and they could shut you down and make you oust one of your tenants.

When AirBnB has shut me down in the past (bed bugs issue and HVAC out issue), I was able to contact the guests and get them moved over to booking on VRBO instead.

Fellow local investor, Kate Crowle, bought St James church and turned it in to an event venue however, there are also apartments that came with the building that are being used for AirBnB which has significantly helped since no one could predict COVID and event spaces are hurting right now.

The plumbing is cast iron, the windows are old and don’t shut all the way( they were painted shut during walk) There was also a crack in the foundation.
