If something were to be stolen during the course of work e.g. materials (flooring, gypsum board, whatever), would responsibility fall to the owner or to the contractor?

What bank person would go to the board of directors and tell them they are going to call a loan due that is current????

I've heard a painter say not to do it bc it's only a cosmetic thing and doesn't actually prevent water from getting behind the boards.  

Don't be afraid to go down to City hall or meet with the local water boards or county officials in person so you get the real info on the situation.
