Now days I suggest ten bucks because when the courts said a buck was ok was a very long time ago and prices where very much different.

I don't know where this property is or what your local laws are but where I am from in Kansas City you can appeal taxes that seem too high.

We have one property and all seems to be going well until we received info March 2014 from the current tenant that someone was trying to serve court papers to the landlord.

Posting the notice is essentially just a reminder to the tenant that they have to pay or face consequences - you don't need to wait until the end of the notice period to file an eviction, since it will take 3-4 weeks after you file before the court date anyway.
