The letter is from the city assessing department. Inside it contains a copy of the quitclaim deed with a post-it attached to it. On the note it says why I got the property for a value so far below the assessed value. ...

And yes, fein should suffice, i remember there was an individual service offered by www.mynewcompany.com or .net but seemed like they changed name or bought out, the logo is still the same so not sure if services changed.
