Hard to say what rehab would cost without knowing the exact status of the HVAC, plumbing, and electrical. 150k for a 1700 sq ft house would basically mean a total tear down and then some and custom finishes.

Because you're still showing a property you do not own legally.However, if you learn how to close a deal in your name and then sell and you can show a pattern of buying and selling,I doubt any regulator would violently object if your buyers were asking that you add a deck, new cabinets and appliances while specifying colors.......but technically, you are not to  advertise or show real estate that you do not have legal title to;  exceptions, acting as a licensed agent, estate settlements by the administrator/executor or with a power of attorney under specific directions and not for profit.....states may vary.

If I can keep the existing cabinets then they will dictate the floor colors which leads into carpet and paint colors.

Steps are considered custom, you will turn carpet longways to do steps, about 9ft will do 15steps.

I used a graphics designer to custom design mine and had 1,100 printed so the grand total was $1,500 and it was well worth it.
