I built the "kitchen" as an awesome bar so that when I sell the house in two years (to avoid cap gains tax), I can sell the whole house as one 4bed/3bath with a basement bar.

For instance House A has a basement, House B doesn't - are their any technical tools, or regional guides to what the lack of that basement means for the relevant price adjustment to the comp or subject?

Expenses up to $2,500 are deductible in the current year unless they are part of a larger component such as a basement remodel.We would depreciate flooring separate(if under 2,500 we would deduct it in the current year).But lets say you finish a basement involving framing, drywall, paint, flooring, drop ceiling, etc.Flooring would be handled as listed above.
