I do worry about new regulations that will slow down, or end some energy sectors.

i cant imagine that it is the case in other areas of the state that are not as heavily regulated as we are, but i would check with an attorney.i HIGHLY recommend that you use an attorney for evictions.  

There are those who interpret the IRS regulations to mean that you can't even go over and change a light bulb, so be very careful about this.Secondarily, there are others who also cannot have any financial gain, including going over to change light bulbs, such as pretty much every family member you have.

Maybe/Possibly something close to the assessed value, as that vacant land can be used for numerous uses. 

Trust them and when the deal doesn't make numerical sense walk away.

Remember that the guiding principle for these regulations is to minimize consumer confusion.
