The$3,200 quote seems like the entire unit is getting a fresh coat of paint. 

A lot of the updates were just getting some fresh paint in there because there was a buttercream yellow everywhere throughout the house.

For flips, I GUESS its okay to hold Title...But, everybody I've talked to personally who has seriously investigated it realized it wasn't worth the effort at all. 

I was thinkin' of getting one of those metal water troughs and doing something similar.....You could put a cooler nearby so the guys can ice up their beer, and not have to get out of the tub to get a fresh one.

Your best option IMO is to non-renew, start fresh-- remodel and have them be nice higher quality units.

As a property manager myself, I would agree with others, your PM company is lacking and you should investigate further if you decide to continue using them.
