I completely agree with what @Cory J Thornton said about evaluating the actual deal based on target cashflow.

For those without experience who still want to try to bid at a foreclosure auction should engage the services of a real estate attorney to obtain, view and evaluate a title report and lien search, as well as get a handle on the potential for future litigation.

Considering the tenant's living conditions, it certainly sounds like no one dropped by to evaluate the condition of your rental in years. 

We just have to tell him after plumber evaluates and determines what caused the problem, we will make a decision about who is responsible to pay.

Thanks, @Chris Seveney.I think the issue I'm running into is I'm the one networking and finding deals, evaluating them, and then will be the one implementing the value add strategies.

I would like to start evaluating/interviewing contractors to start on this work.Do you have any recommendations for contractors that could do what I'm mentioning above?

Slow but steady progress.

I personally think it is easier and cleaner to pay as the project progresses.
