I would say your best bet is to attend the next Hoa meeting, ask them how they tried to contact you, and then ask for a “reasonable” $50-$100/month fine.

Include the need to know information and a way for people to sign up or contact you.

Find all the information on escrow company and talk with the escrow officer, confirm contact information, confirm physical location.

The general answer to your question is that you have to contact about 20-30 landlords before 1 will go for your offer. 

If they say you have to provide them a copy of the lease, then that's what you signed up for.I recommend contacting the HOA, pleading ignorance, asking forgiveness, and begging them to reduce the charges to something more reasonable.
