You probably shouldn't have purchased the house if you don't have cash in place to do the required work to get it rented.If your on a tight budget you should use what you have to get the apartment habitable.

The vital part of that strategy as with any other hard money lender would be to get your money out ASAP and get the new mortgage at a level where the property cash flows.
