I spoke with the village inspector this morning and he tells me he can probably make the apartment "Unfit for Human occupancy" since they have food actively rotting in the refrigerator.

It'll definitely save you money and time if you don't bother with the permits, but the headaches and money spent opening walls or removing things for the inspector to see the work can be a PITA.
