It is your "intent to hold the property for productive use in business trade or for investment" that matters. 

The correct line of thinking is "What opportunities in my network and experience can my IRA tap into and get better results than what it is invested in today?" 

I would focus on trying to get some good high credit line credit cards with 0% balance transfers, and keep moving the money around until paid off.
