The fix for that is usually shutting off the power at the box on the side of the house where the cable from the A/C connects, hosing it out with a garden hose (use a wide spray nozzle rather than a thin "laser beam" of water, so you don't bend up the fins on the condenser), letting it dry out for a couple of hours, and then turning the power back on.

post 24 hours notice to enter (assuming your state requires 24 hours. some require 48 I think). then go in. if the locks have been changed, drill them out and replace them. bill this to your tenant. you should also stress to the outgoing tenant, that the illegal tenants possession of the property works the same as if the tenant never left and the original tenant is jointly responsible for anything the illegal occupant does. stress that you cannot force him out without a lengthy eviction, but him and his brother should do everything in their power to get him out ASAP. continue your eviction process, and do not stop until you have full possession.

Keep in mind this is assuming that the panels were actually efficiently producing electricity and significantly reducing the cost of power (solar panels are not always that good at reducing costs in some situations, but for this particular theoretical lets assume they are 100% efficient).Is anybody doing this?
