Hey Kris,The biggest difference between the two is a HELOC is borrowed as you go as opposed to a Cash Out Refinance which is all at once.

I think there is a different approach to sewing people in Canada as opposed to the USA; not that the legal protection isn't a serious thing to consider.

I just prefer working with live people that I can email/text/call if I have a question as opposed to faceless names behind a desk, but that's just me.

The only major difference within the transaction is that you will more likely then not pay for your agent's commission, as opposed to the seller covering commission fees at closing.
