I have no desire to unduly penalize these folks, but obviously this is a huge hassle and it has cost me advertising expenses, time, gas, utilities and a month of vacancy.

I have a house in major disrepair that I want to Fix-Up.Asking price is $80K and I'm looking to get it for around $60K.Its was built in 1895 and has city water and a septic system.The heat was supplied by Gas stoves/heaters, but is run off a Propane tank which the owners have removed.The structure seems good to me, but the Mortgager lender I talked with said it would have to appraise and there cannot be any structural damage or safety concerns.  

My main concern is the heat requirement - there's one gas heater in the house, but there are 3 bedrooms, a bathroom, and a living area without a specified heating element. 

You probably have individually metered electric and gas.

Gas is a more comfortable heat than heat pump.

if your tenant is speedway which wants to operate a gas station the city might say no. but if your tenant is walgreens, the city might be ok with a retailer.
