My capex budget includes roof 25 year life span, floors 10 year life span, appliances and hot water heater 12 year life span, hvac 20 year life span, bath and kitchen remodel 20 year life span, etc.

The first moderate rain that fell in early 2019 resulted in my Mother’s creeks overflowing and her yard began to fill with water around her house.

For example, often fire damage is water damage--they put the red stuff out with wet stuff.

We had an inspection done and it looks to be in great condition, with exception of the water heater and AC unit extending past their useful life (which will be negotiated). 

It's a cold pool of water.

In other words if you had to sell it you would be under water and you would not be able to refinance. 

Claiming the water from the downspout is causing foundation damage on their home.
