If someone applies, how would you suggest that we run credit and criminal background checks on them so I can see if they are someone I would like to run credit on? 

At that interest rate, is there a reason you wouldn't just put these expenses on a credit card or do credit card cash advance? 

What documents do they require, what credit scores do they allow, how do they verify previous rental history, etc.?

I have fair credit scores ranging 630 to 640.

@Elenis Camargo Just wanted to let you know that I spoke with Pentegon Federal Credit Union this morning and although they used to offer HELOCs for investment properties, I was informed that they do not anymore.
