Some of the joists have rot and are weak, the problem is there is only around 12-14" under the house, no crawlspace, they actually had a hole cut in the floor in a closet for access.

The big ticket items were obvious so no real surprises. 99% of the time when you go over budget it's usually because you change plans mid flip or something is uncovered during demo (rot, plumbing issues, structural and so on) .

I would use bleach personally.If it's a decent amount or it has rotted a little you might find it better to just replace.

With the reserve well to consider, you'd want to migrate into more of a B area than C as reserves will dry up quick with rehab/capex costs in those markets.
