You should install gutters just because they are usually standard however if your area doesn't require it which I would think is unusual,  then don't.

I have a commission agreement signed along with buyer registration prior to bringing an offer or touring.It's a shame there isn't simply a standard policy of how to execute offers in a non-bias way and in the best interest to all parties.

Again when doing an offer the ways you can beat out the competition besides just being the highest is to offer to close quickly, 2 weeks is standard, or offer all cash, offer to have no contingencies (Inspections, Etc). 4.

Have a deal brewing, but it'll take some creative financing and wanted to get your thoughts as I've never done any deals more complex than a standard conventional 30 year loan, or a rehab for that matter.A reputable contact is getting rid of one of their holdings as they are raising some cash for other investments.
