Multifamilies don't seem to be very common around Houston, although I wouldn't consider my opinion to be terribly 'expert' as I'm fairly new to the area.

@Brie Schmidt not an expert on this but I think Cadet heaters with thermostats can be pretty efficient.. there is a company in the northwest that uses those as their standard on new construction.. and over on the Oregon coast were the temps only vary about 30 degrees all year they are popular
