Any reputable business allows customers to do something different at any time, for any reason, or no reason at all.  

Government pencil pushers create rules without considering the consequences.

Having one day to deal with the consequences of leaving this stuff to chance and hoping nothing bad ever happens.

It's a really intriguing concept, but my guess is that if it's been done before without negative consequences, it's because the implementation hasn't made it to any form of IRS review, and not that the IRS would "bless" the approach.

They may not see it this way (yet, or perhaps ever), but life is a game of actions and consequences in every way, and so is this. 

Unless it’s zero (which should have its own consequences), you are losing, if not wasting, money.

The headache involved is not worth the potential revenue and tarnishing your reputation with the city.

Yes it costs money but they have a reputation for being legally upheld leases in court.
