I would consider expanding the location of where you want to live/invest to increase your odds of getting a good property.

If you are smarter or more experienced than me you may be able to beat the odds.

Thanks @Bryan Clapper you are right about Hugo, the par that we are in is in the Mahtomedi school district and there are very few properties and new homes available due to the parcel size restrictions.  

If a syndicate and they have never done one before the odds of closing are small versus buying directly themselves or having an exchange.

Also btw, Id avoid Takoma Park due to their severely restrictive rent control

Many (most) insurance companies would have a Pitt Bull on their restricted list.Lastly, if you decide to let the dog stay or are forced to let them, I would look into increasing your liability coverage.

If something in your email address or signature block indicates that you're an investor rather than an agent bringing a retail client who doesn't ask such pesky questions, the odds of getting a response will be even less.
