If I private lend at a 12% interest rate and 4pts up front, what do the 4pts equate to?

I have $100,000 in (mainly private) student loans which is exactly what is killing me.

I'm looking at investing in a 1080 sq ft home that is advertised as a 2/1, but when looking through it I noticed the washer and dryer hook ups were in the 2nd, smaller bedroom.

After  having it up and running she called back to complain that it wasn't working again, on the second call he noticed what appeared to be a hole from a screw driver punched in the outside unit through the coil.This is my first eviction here, was in NJ previously and used to their laws. 

I was told that the state/government would be willing to pay market rent value for your property and in most cases it is more than what you would receive through a private or traditional tenant.

I plan on paying cash for the home and then getting a private or hard money loan to rehab.

Also, the fact that the original value was $25k (notice I didn't say you paid $25k), and it's now worth $70-80k, isn't an example of compounding.
