Most lenders won't let you throw in costs for permits, licensing, etc... as those are business expenses and don't add value to the physical property. 

Certain types of corporations (such as S-Corps) don't need to receive 1099s, but most property owners aren't incorporated in that way and it sounds like they're not generating 1099s for any of their clients.You should speak to an accountant regarding your second PM, but we report all received income - whether disbursed or not - on our owner 1099s.
