I am just not too familiar with the business aspect and do not want to break any laws or regulations but need to ensure that before the 5 month mark the lender is paid off or else the interest rate hikes up.

In my experience, you should expect 2-4 weeks for issuance of permits if it's a typical large rehab that doesn't need to get reviewed for zoning, storm water management or environmental concerns.In terms of how many bids you should get, I'd suggest getting as many as necessary to ensure that you're comfortable that you're hiring someone you trust and that you're not paying too much.

In this case it may be best to bite the bullet and give the tenant notice to vacate then rehab and re rent the apartment at the highest price possible so your income will look better to the next investor and ensure you get the highest resale value.

You will need to be extra critical of any deals you find and very thorough with your diligence to ensure it is really a deal.
