I understand the rule as it is easy for every corner to get cluttered with signs if they can be just created and placed.Versus having a sign spinner requires effort and of course is not just left there even if they are there every day.What is more difficult to understand are the charity signs for charity garage sales, electronic recycling, car washes, etc. 

Across the street from me, a single family home sits on a corner lot(on a semi main road, across the street from a middle school) and has virtually no backyard(you can fit a BBQ and about 4 chairs).

No problem @Ayodeji Kuponiyi I guess really the only way to cut this corner would be trying to shift your focus to owner financed properties.

I own a freshly remodeled 3 bed 1 bath right around the corner and was able get 1600 per month without much trouble.

I'm currently looking at a property where the owner was charged a $5000 assessment for curb and gutter on a corner lot last year and now he's in the hole and is looking to sell.

You are correct that many cut corners and do not work very hard.
