Currently, I don't think the water that is sitting is doing any damage, but it doesn't take much rain to pool up.

You cant get water from a rock.... i just think its better for me to eat some of this so my tenants can remain stable and able to pay rent.

As of 3.25.2020 less than 1% of our tenants have reached out to our firm about potential interruption in rental payments. ...Still water run deep (when TSHTF in tenant land). 

I fear you will start to see under-financed PM's dipping into the Trust accounts to keep their heads above water and many just closing the doors.

Does anyone know a good resource for a reliable estimate of water/sewer/heat in this area?

There is a dock with 100' water front. 2 parcels have actual water front and the taxes reflect this. 

Lastly, check with whatever municipality this is in to see if there are rental license fees/trash fees/water/sewer etc.

This includes fire or electrical hazards, plumbing issues that can result in a lack of hot water or water damage, lack of heat, lead paint remediation, etc.
