It would be difficult to provide a reasonable amount for annual repairs without knowing the size or unit count of the building, but I know if you had to renovate a unit or the building, the investors I work with use $120-150/sqft depending on the extension of the renovation project and how high-end finishes you would use.

They will be used to lending with lower loan amounts and since conventional loans will go down to 15% on 1 unit investment properties you have a shot.

If that is the case, and a 4-unit is in your price range, I would consider jumping in and owner occupying one unit in a 4 unit building and renting out the other 3.
