Partnering with low income mother in law to add to portfolio

Hi all - I currently own 3 duplexes and a short term rental in CA.  Looking for creative ways to expand my portfolio. Anyone have experience partnering with a fist time home buyer/low income partner in CA to add to your portfolio? I would be the money and she would ideally have access to special low income/1st time home buyer programs.
