According to @James Wise 's definition, they land somewhere between B - and C - .I've built in a pretty sold margin of safety, and am doing my best to tenant proof the units (I realize this is an oxymoron).  

Not sure how to have your tenants do this without putting you on the hook to remediate something that doesn't even have any federal safety standard for living spaces.  

I understand the safety issue but there is safety and there is safety.

With anything time is a factor in the safety of the system.

As a safety net for you, I would control any utility that can place a Lien against the property if unpaid.
