I'd still say for go for it if you can find a property that qualifies, but be thorough in DD about the regulations/permitting.

The Sixers stadium can have the same impact on the Market Street corridor and last I checked, nobody has come up with a viable alternative for turning around Center City, particularly this area which is the most troubled. 

Your best course of action is going to be to really see what you can do to get your credit score up as quickly and as much as possible - you will likely be able to find options right now - but your terms are going to be much much better if you can get that credit score even up like 30-40 points

Popular neighborhoods include Lakewood and Casa View, but larger multifamily properties can be expensive.

I would go back to that company as you are doing and reconcile this, bring plans, drawings, the license number and permit number with you to make sure you show you are doing it all within the city regs too so they can get you back online. 

You can minimize your chances, but the chance is never zero.

The only thing I can think of is that he did not want to be bothered to answer questions that we had about the process.
