TA is supposed to be renewable every year so long as you maintain good grades.

He is resisting because he is building a house that is supposed to be done in December.

Maybe the tenant didn't pay this month's rent because he's not suppose to be there; that would explain why you don't have a lease or security deposit for the unit. 

Some very good points, I hadn't thought through why they would stop building, could be anything I suppose.

I live in downtown Chicago and have my neighbor directly above me who has had two different plumbers come out and advise him supposedly that his P trap under his tub needs to be repaired as it is leaking into a unit below.

Tenant was supposed to close on another property on 8/31/19 but due to the hurricane that closing was delayed so tenant asked to be able to stay in the property until 9/6/19 (which is the updated closing date).  

Do you suppose that a homeowner, wholesaler, flipper, developer, business man would all define a deal the same?

Procedures vary with each bank, so it's hard to determine whether the listing agent was responsible for contracting the de-winterization and winterization or whether the bank was supposed to handle that.

Supposedly the buyers will contact the listing agent or whoever owns the web site the listing appears on.

If the reason stems from something else (like the criminal record check, for example), you're supposed to just tell them you're going with another applicant, and leave it at that.
