Using the "funnel theory" should I assume that you should just go around offering super low bids and figuring something will eventually be accepted?

I live in South florida though and don't have many contacts since I left there.The property is a 2/1 single family home near downtown and about 20 minutes from the base.

He is a investor obviously so may be open to financing, multi fam owners usually are open to this more then single family owners.

I'm not super familiar with work on paneling but this could be an option.
