One approach to avoiding a quiet title action is paying the prior owner a few bucks to quit claim the property to you.

My general plan is buy and hold, but an impressive margin on a flip looks appealing.Other takeaway is that taxes in Milwaukee can kill your cash flow...Also, BRRRR looks doubtful given unimpressive W2 income and unverifiable income elsewhere.

Remember, most have nothing to lose, many don't have cash, and they are willing to try anything to make a buck. 

I also see a lot of scammers on BP offering Florida real estate they don't have under contract, know it is illegal, but will do anything for a buck!

That 15 bucks just might have priced you higher than one down the street, did you check the rates in the area.
