Columbus VS Indianapolis for OOS Investing

I live and invest in columbus, unfortunately there are no solid turnkey companies in Columbus,OH (similar to memphis invest or mid south home buyers) there was one which closed their doors recently (CTH - columbus turnkey houses). also columbus market is very inflated right now...very less margins on a turnkey property... the best areas for positive cash flow would be 43211 area (linden) if you have a good property manager.

Can I comfortably retire in 15 years, living off rental cash flow alone, by, every year for 15 years, putting 20% - 25% down on 1 run-of-the mill turnkey property at retail in a stable market (say, Indy) and re-investing all cash flow?

With high home values and high interest rates pushing the limits on affordability that makes sense that people would share living spaces to cut costs.If values come down and we can get inflation under control, then lower rates again I could see that helping affordability and reversing that trend.

In the future when the principal has been paid down a little, inflation has eaten away the debt, appreciation (strong neighborhood) has lifted the value near 130K, we will "sell" the property with a tax-deferred 1031 exchange so limit our tax liability.

I have also been eyeballing another property here for almost a year, and IMO prices are super inflated and have not dropped much since onset of COVID.
