I base it more off of the type of people likely to rent there, which takes into account rent price, amenities, size of units, location, etc...

For self managed small renal I use $100/month maintenance (reality has been a little less), 5% of rent for vacancy (reality has been less), and $250 - $300 month cap expenses depends on thing like attached vs detached, number of bathrooms, size of unit, size of yard, etc).

Most expenses do not scale linearly with rents (at least not directly), so if you buy an expensive property with really high rents (relative to the size of the unit) then your %rent needed for expenses typically goes down ... at some point it would get to 25%.
