If you renting it short term you do not have that long term lease to show so you cannot use income from that property.

You need to have enough money, probably in the $100-150k, amount to put the property under contract, and do the feasibility study on the property, Phase 1 Environmental, Property Drawings for roads, water sewer, and utilities, and have a completed budget so you know what your costs are.At that point you can go out and attract investors, I don't thing that developing raw land is necessarily cheaper than buying discounted finished lots. 

And the PM contact info she gave you that was from her rental in 2017, if so I would check with them just in case? 

I looked for months, and looked at SFH, apts, houses on leased land, mobiles homes and everything that was cheap because I had so little money and had just started a new entry level job 9 months earlier.

@Jordan Schneider it says you have assignment contracts on 2 of them, so don’t they spell out what your right is to access?
