Some municipalities are using it for their building codes.Otherwise, flood plain properties are just like other properties.

Its not in plain English, but it seems the requirement is a minimum of 120 feet for new build-able lots.

I don't know how to word something like that, but in PA there is state law that requires use of plain language - no legalese allowed. 

I know the owner and he let slip that his wife and him are sick of owning the property, they have been renting it out for about 10 years and just want to focus on their other properties.

The truth is probably that he is literally sick of dealing with tenants while losing $1,200 per year.This guy is going to lose thousands - maybe as much as $20,000 on this property.

I've had few homes that I never did anything to, it's an addiction, a sickness, nothing can be left as it is, there is always something to add.
