A local Realtor or property manager would be able to advise best. 

I do my fair share of phone calls and networking but every year I have manage to come across a deal so large my brain starts to fume.

I haven't really performed any maintenance to the water heaters such as replacing the anode rod or flushing out the tank.

On top of this, our property management options also leave something to be desired.

Thats what the HOA/Management wanted.

Obtaining competent management was an issue, I have no confidence in the service personal in the local area.
