I would recommend that once you set your rental requirements (And if you haven't, make an actual list) do your best to STICK to them.

I had a remediation contractor come out, and he told me the levels on the report is what he'd expect from a basement in Portland, and any amount of washing / bleaching wouldn't reduce the levels much long term as more moisture would enter the space up from the slab because concrete will always give off some moisture, and he couldn't really recommend much remediation.

So, if interest rates are a buyer’s primary roadblock, then I recommend seeking opportunities to negotiate a reduced interest rate from a seller or looking at new construction, where builders are offering rate reductions and other substantial incentives.
