You (or your agent or tenant) are actually on the property and exercising acts of possession.  

Scratching your head over "why" is an interesting philosophical exercise but ultimately meaningless in the real world.    

You pay him a fixed rent for the whole building, you operate it, see if you can get more rental income out of it, if yes you exercise the option to purchase.

In fact, considering what kinds of decisions a business' model incentivizes is a great exercise when vetting investment partners of any kind.
