Electric is already separate and I am also getting water meters separated so renters can pay for that along with gas and trash. 

How are utilities handled (water, electric, gas, cable, etc)?

Reeves county is mostly Oil and Gas, but all around that area Solar Energy is starting to come in, and there is always wind turbines further to the east in Pecos County.  

The second is whether or not the complex has individual meters for electricity, gas, and water.
