You can reach out to local churches...and let them know of your accommodations, many have bulletin boards and websites where they will post those types of things for their congregation to see.  

I am looking for tax delinquent properties (Selected Tax - Yes under Distressed) Now, for the first 7 leads in the list, I went and looked them up in the county property taxes website and only 2 of them haven't paid their taxes yet.

I would suggest you first look up the listing on the city website, phila.gov.

I know about the Utah county website and I can find the owner name but have no idea how to contact them.  

Many counties offer a template on their website you can use.

We get e-mails from ORRA advertising sometimes about new events and if you have registered with a builder either at a home site or on their website they will email notifications about new events as well.
