If a condo unit owner had a water leak that damaged my unit how do I take them to court?

I bought a condo at the auction that has water damage and mold in excess of 15k to repair.

There is an unpermitted bedroom addition in one of the units and there are three full kitchens on the property.I need the FHA loan up to the 3 unit lending limit to really have chance at this and I think it will come down to the appraisal.

I live in the Seattle area so 3.5% down on a multi is still way out of my price range as they go for about 800k and above.My thought was to buy a 2-3 bedroom home in the Tacoma area as I can get in with 3.5% down and still be able to easily commute to my job here in Seattle (cheaper and more reliable than taking the ferry if I were to buy in the Kitsap county area).

If I live on the first floor and I have water damage from a shower drain pipe in the condo unit above me who is responsible the unit owner above or the HOA?

Moisture is getting in and causing it to flake off DOORS (Interior): Adjusted a) the entry door to the 2nd floor left end bedroomb) the entry door to the master bedroom(2) The left bi-fold door for the laundry room needs to be adjusted to prevent it from dragging on the floor, whichcould result in damage to the door and flooring.

The Zillow doesn’t give my property any justice and the photos are old, we redid the flooring, paint and bed room sets on the third floor bed rooms and hallways, and basement has new LVT and paint and the bathroom was updated as well.

Also if houses are continusly rented and are grandfathered in past Missouri state law for some tenancy regulation you can, add some bedrooms to most properties here and rent to college students.

It is a USDA loan with 0% down.This house is a four bedroom two bath 1500 ft.² house.
