Elevation reports are one component of the foundation, it is equally (I would argue more) important to diagnosis and analyze the functionality and fit of doors, windows, trim, and finishes to determine if and where the foundation has moved.

A decent amount of damage is nothing to be afraid of.. after all if it's a good deal and hasn't been flipped, doing a solid make ready when tenants move out is to be expected.. but you just want to make sure the property isn't at a point that exceeds what you'd expect to do to make it "make ready" if you've got excessively damaged floors, holes in walls, doors off the hinges, broken windows.. that doesn't mean it's not a deal, but it does mean you might want to negotiate the seller taking care of those cosmetic items when normally you'd only ask for mechanical.

Make sure there is nothing living in the room & all windows/doors are closed (youll need mutliple if its a bigger space) then leave for hours and open windows later to air that out. im sorry if this doesnt work but its a cheap try, worked for me but maybe mine wasnt as bad.

Found a water issue found a bad support beam...found a leaky window.....then i looked under the cabinets and realized the water damage from the window meant i would need to tear out and get new cabinets.....new total price when i was done with the kitchen floor.....4800 and that was with me doing the labor.....not a good two weeks...Now I will say i decided to take out all the cabinets instead of having mismatched and I put in a new stove....the old stove was ugly with all the new stuff..and I decided that as i was in 4500 by then i would put up a back splash that cost about 250 ...The good part...house worth a lot more like maybe 7 k and the rent I can get with a brand new kitchen is about 100 + more a month.
