To answer your question, multi is always the way the to go in my book because not only do you have a greater method of income with multiple rents to be collected but the house is less likely to be vacant in the case of a move out/eviction.

Maybe by continuing to build equity in primary would be better considering i might not be about to take out equity in the rental (most banks wont allow you to take out equity of rental by my understanding).By this method I will be able to cash out refi on primary to by the 3 estate.
