You'll need to buy at the lower amount and take title then you can resell to the owner, otherwise you can't justify a larger note amount as you aren't making a cash loan.

Normally I buy the house out right with cash or hml.Yes when I go on calls I let the sellers know I will fix up the house to resell or rent it.

You make money by either (1) selling the option contract to a third party who wants to purchase said property for a fee , in which case an amount over the $750 would be “profit”, or (2) exercise the option and immediately resell the property to a third party for a greater price, in which case the “sale” price minus the sum of the purchase price and the option fee is “profit”.

The banks are not stupid (at least not as far as that clause is concerned) so if you make offers on a short sale and intend on re-selling to an end buyer, you had better find another way to do so.

The term "flipping" is greatly overused these days so I will assume it means buying, rehabbing, and reselling (retail) to an end buyer/investor, versus flipping meaning wholesaling.
