I removed that and now want to make it more presentable. 

There is no question that it was affected by the nationwide downturn three years after opening but what a great project:Atlantic Station is located on the site of the Atlantic Steel mill, which opened in 1901.[1] The steel mill was nearly closed in the mid-1970s, but it remained nominally operational primarily to avoid the huge costs it would have required to remediate the soil contamination present after years of operation.[2]Developer Jim Jacoby, who also redeveloped Florida's Marineland, began putting the project together in 1997 when his company became the property contractor of the land.

I'd present the tenants with new leases with you listed as owner that match balance of term and make sure the service for utilities is clearly on the lease.  

Let me step off my soap-box and continue...Even if you have the legal standing to forcibly have the occupant removed, you'll likely be better off presenting yourself as someone who is on their side (to a limit) in an effort to negotiate their departure from the premises.

Additionally, what the present owner paid for the property fifteen years ago has little bearing on its present value ... though it may influence the owner's expectations.

Habitability indicates that potable drinking water must be present and available. 

Other times you may find a positive mismatch, meaning the zoning allows a use that produces higher value than it's present use. 

I just wish I had done my research before going to any of their presentations.
