Right or wrong, I think it happens a lot here because most people can't afford properties without that extra income and the local government seems to accept it.

@Bryan Mitchell, the actual location of your QI isn't as important as it used to be in the past.  1031 is a federal statute that is performed the same in all 50 states. 

My wife is Asian so our home is governed by some Asian traditions such as my dirty shoes come off at the door therefor causing my feet to be cold if I were walking on ceramic tile and that's where my mind was on that debate.

Many government representatives are voting for votes not for the good of the people.Ok long rant to simply say local rent controls are hurting the tenants as unintended consequences (though predictable)

It's a federal statute so is the same nationwide.  

I had a few tenants who were affected by the government shutdown.

The only glitch will be government over-regulation.
